In a shocking display of abuse of power, several government employees served a show-cause notice in Municipal Administration department for not attending Municipal Administration Minister KT Ramarao’s birthday celebrations. This incident raised a political storm in the state against the ruling TRS party governance.
As a part of this, the four members of the Bellampalli Municipal Council have received a show cause memo for not attending the birthday celebrations of Telangana Minister K Taraka Ramarao (KTR). According to the memo issued on Monday, the staff members have not attended the birthday celebrations of state minister for Municipal Administration and Urban Development (MA&UD) K Taraka Ramarao (KTR) at the premises of Bellampally Government Hospital. The memo observed that the four staff members have ignored a WhatsApp message which informed them to attend the birthday celebrations in the honour of KTR.

Four staff members of the municipal council’s office in Bellampally had received show cause notices for missing the birthday celebrations of KTR. The four staff members T Rajeshwari, S Purna Chander, A Mohan and M Sravan were told to reply within 24 hours about why action should not be taken against them for missing out on the event, even though they had been informed via Whatsapp.
The notice sought an explanation on why action should not be taken against the staff members T Rajeshwari, S Purnachandar, A Mohan and Sravan, within 24 hours after receiving. It said, “Disciplinary action will be taken against you and your superiors will be informed if you don’t respond to this memo.”
The same was confirmed to #KhabarLive by Bellampally Municipal Commissioner G Gangadhar. However, the officer declined to comment on the need for attendance of the staff at the Minister’s birthday celebrations and why the absence of staff merited a show cause memo.
A few videos, which surfaced on social media, showed a crowd of school children being made to chant “Jai KCR, Jai KTR and Jai Mallanna” slogans in the birthday celebrations of KTR organised and attended by the state Minister for Labour and Employment Ch Malla Reddy.

Dr RS Praveen Kumar, Bahujan Samaj Party (BSP) state president tweeted, “Memos seeking why they have not attended KTR’s birthday? Is it democracy or monarchy? On the other hand when some small employees invite for their children’s birthday intelligence officers will show up and those employees will get memos asking why RSP was invited .. What is this?”
However, this was not the first time that the officials have found themselves with allegations of abuse of authority. Earlier the Telangana Minorities Residential Educational Institutions Society which runs over 200 residential institutes has directed the principals to organise Chief Minister K Chandrashekar Rao (KCR) birthday celebrations while allowing them to spend up to Rs 10,000 to organise programs.
The rejoinder, which came in the backdrop of media reports, claimed that the staff were issued a circular to stay on stand by owing to the rainy season and mega plantation drive following the District Collector’s orders. The Commissioner G Gangadhar claimed that the staff had been asked to stay at the headquarters in view of the rainy season and identify any dilapidated houses in the allotted wards, while claiming that the mega plantation was part of the same.
Further, according to the Commissioner, the memo was issued to employees “… reason of not attending the mega plantation program at government hospital.” It was reported that the mega plantation was held as part of the Minister’s birthday celebrations. However no such mention is made in the memo itself served earlier. It clearly mentions that the memo is being issued for non-attendance of the birthday celebrations of KTR.
The memo row has drawn flak from different groups and opposition parties who accused the act of Bellampally Municipal Council Commissioner as the sheer abuse of authority. However, it is unclear whether the staff who were slapped with memos have given explanation as the concerned officer has sought.
Some social media users have pointed out the Municipal Commissioner’s act as an undesired enthusiasm as the Minister himself abstained from public celebrations owing to ankle injury.

STOP PRESS: The Bellampally municipal commissioner who issued a show-cause notice to some of his staff for allegedly skipping minister K.T. Rama Rao’s birthday celebrations held in Bellampally town on July 24 was suspended on July 31. This is an impact of above news published on July 30.
As a news impact, an order issued said Bellampally municipality commissioner G. Gangadhar has issued memos “due to overenthusiasm and without any orders from higher authorities” for not attending the minister’s birthday celebrations.
“Therefore, after careful examination of the facts and having due regard to the circumstances of the case, it is found necessary to place the services of G Gangadhar, Municipal Commissioner, Bellampally Municipality under suspension pending further enquiry in the matter,” N. Satyanarayana, Director of Municipal Administration said in the order.
KT Rama Rao, the minister for municipal administration and urban development, said in a tweet that he would not encourage such practices and asked the senior officials to suspend the Bellampally municipal commissioner for issuing notices to the employees. #KhabarLive #hydnews
